The NSW Mental Health Review Tribunal is a specialist quasi-judicial body established in 2007. It has a wide range of powers that enable it to conduct mental health inquiries, make and review orders, and to hear some appeals, relating to the treatment and care of people with mental illness. The Tribunal has a wide jurisdiction and conducts both civil and forensic hearings in hospitals and community health centres throughout NSW and by video and telephone conferencing.

Objectives

NSW Mental Health assigned The Website Marketing Group to build a website that fulfilled a number of key objectives and conformed to government guidelines. They needed a website that allowed members to login to a separate area while providing public and stakeholders who are non-members access to pertinent information, application forms, documents and links.

Following amendments to the Mental Health Act, the role of conducting mental health inquiries transferred from Magistrates to the Mental Health Review Tribunal in 2010, which meant that mental health inquiries are performed by the Tribunal. The website had to assist them in this function.

Solutions

TWMG provided the Mental Health Tribunal with a website that includes a secure member's only login area and a public-facing section that is hosted with TWMG. An important aspect of the build was to present a large amount of content in a user-friendly manner for the diverse user base. Using directory functionality, the website's public-facing section allows access to comprehensive information about the organisation and links to relevant external bodies.

The website provides access to information about the Tribunal, mental health inquiries, practice directions, application forms and other documents. All forms have been updated for the Mental Health Act and are available as Adobe Acrobat reader PDF files. There is a civil hearing kit designed to assist doctors, case managers and others in making an application to the Tribunal. TWMG's powerful Content Management System allows administrators at NSW Mental Health to easily manage all aspects of the site.

Results

The new website TWMG developed for NSW Mental Health Review Tribunal set the quality standard for best-in-class government e-sites. The website clearly and systematically provided effective information dissemination and straightforward dialogue among stakeholders. This resulted in increased efficiency, transparency and improved bureaucratic processes, allowing the Tribunal to serve their constituents better.
